US President Joe Biden has cautioned that China will "have our lunch" if America doesn't "venture up" its foundation spending.
Mr Biden was talking on Thursday with a gathering of congresspersons about the need to update framework in the US. His admonition comes the day after his first call with Chinese President Xi Jinping. On the call, Mr Xi refused to compromise on basic liberties saying a showdown would be a catastrophe for the two nations.

Mr Biden offered the remarks subsequent to meeting with individuals from the Environment and Public Works panel.
"On the off chance that we don't get going, they will have our lunch," President Biden told representatives.
"They're contributing billions of dollars managing an entire scope of issues that identify with transportation, the climate and an entire scope of different things. We simply need to venture up."
During the mission, Mr Biden proposed burning through $2tn (£1.45tn) more than four years to make occupations and put resources into clean energy framework.
A broadly refered to American Society of Civil Engineers (ASCE) "report card" from 2017 gave the country's framework a level of "D+".
The ASCE assessed that the complete "foundation hole" required $2tn by 2025 to fix, yet would cost the economy twice so much in the event that it went unaddressed.
